Transparency International Cambodia is part of the first cohort of 20 Transparency International Chapters involved in TI’s global programme to improve transparency in the process of awarding mining permits.

This global programme seeks to improve transparency and accountability in the extractive industries, focusing specifically on the very first link in the mining value chain: the decisions by government to grant mining or exploration permits and licenses and negotiate contracts.

To support the Royal Government of Cambodia on developing an effective governance system in mining industry, TI Cambodia partnered with the Ministry of Mines and Energy (MME) and the Extractive Industry Governance Forum to conduct this research to identify the systemic, regulatory and institutional vulnerabilities to malpractice in awarding mining and mining-related licenses, permits and contracts and to assess the specific governance risks created by these vulnerabilities.

14 risks out of 24 risks identified in this study have been eliminated as a result of the Government’s recent reform in the mineral exploration licensing process as well as the continued commitment of the MME to reduce the remaining 14 risks.

The findings and recommendations of this study will help the government continue to develop and implement a more stringent oversight over the process for awarding mining and exploration licenses in Cambodia.
