Proética is part of the first cohort of 20 Transparency International Chapters involved in TI’s global programme to improve transparency in the process of awarding mining permits. 

This global programme seeks to improve transparency and accountability in the extractive industries, focusing specifically on the very first link in the mining value chain: the decisions by government to grant mining or exploration permits and licenses and negotiate contracts. 

Peru’s mining legislation and policies are very stable, and the mining cadaster is clear and accessible. However, the system is vulnerable to corruption when the government prioritises private sector investment over the needs of people who are affected by mining activities. Other weaknesses in the process that risk making it unfair include: limited requirements for public consultation; political donations that may influence mining approval decisions; the revolving door between senior public positions and company payroll; and a lack of capacity to verify environmental impact assessments.
