The Accountable Mining Programme (AMP) and the Natural Resource Governance Institute (NRGI) are partnering on the project Support for Citizen Engagement for Accountability and Transparency in the Extractive Sector. This is a multi-region initiative funded by the Extractives Global Programmatic Support (EGPS) Multi-Donor Trust Fund and administered by the World Bank. The project aims to strengthen civil society’s role in governing natural resources by using the 2023 EITI Standard as a practical lever for reform: building capacity, improving access to data, and convening multi-stakeholder dialogue across Africa, East Asia Pacific, Eurasia, and Latin America.
We are pleased to announce that, as part of this Programme, 10 Civil Society Organisations (CSOs) have been selected following the Call for Applications. These organisations will work towards the project’s objectives by strengthening civic space, promoting gender equity, exploring opportunities for civil society within the energy transition, and increasing information accessibility to combat corruption. Chosen through a rigorous, criteria-based process, this cohort will implement their activities and turn them into practical results on the national level, fostering accountable and inclusive governance in the extractive sector.
We received 84 applications from the Sub-Saharan Africa, Latin America and the Caribbean, East Asia & Pacific, Europe & Central Asia, and Middle East and North Africa regions. A committee led by the Accountable Mining Programme, in collaboration with NRGI and the Resource Justice Network (RJN)/Publish What You Pay (PWYP), reviewed all the proposals against the published criteria and moderated results to maintain a strong regional and thematic balance.
Meet the 10 CSOs ready to implement the 2023 EITI Standard
Among all the applicants, the organisations chosen are:
ONG ACOMB (Togo) with the project “Citizen Voice for Inclusive and Transparent Extractive-Sector Governance in Togo”. The NGO ACOMB will work to broaden civic participation in mining municipalities, promote gender equality in local decision-making, help fight corruption, and encourage inclusive, transparent governance.
Centro de Integridade Pública-CIP (Mozambique) will lead the project “Strengthening Fiscal Governance in the Energy Transition: Scrutinizing the TotalEnergies LNG Project Costs to Safeguard Public Revenue”. CIP will produce an independent analysis of the TotalEnergies LNG project and spark informed public debate to safeguard public revenue.
HEDA Resource Centre (Nigeria) with the project “Civic Engagement and Oversight for a Transparent Energy Transition and Divestment Process in Nigeria’s Extractive Sector”. HEDA will work to empower communities in key producing areas to monitor oil and gas divestments, facilitate multi-stakeholder dialogues, and strengthen citizen oversight of transition-related decisions.
AMINES (Guinea) will lead the project “Enhancing Participation and Transparency to Protect Civic Space and Strengthen Mining Governance”. AMINES will implement EITI Requirement 1.3 to safeguard civic space and support meaningful public participation in mining governance as independent voices face pressure.
Corporación Transparencia por Colombia-TPC (Colombia) will lead the project “Towards the inclusion of civic space and the strengthening of Requirement 1.3 of the EITI Standard in Colombia’s National Work Plan and territorial strategy”. TPC will incorporate civil society recommendations into the EITI National Action Plan (2024–2027) and territorial strategy, noting barriers, good practices, and lessons learned.
Grupo Propuesta Ciudadana – CEDEP (Peru) will lead the project “EITI Peru CSOs advancing compliance with the 2023 Standard”. CEDEP will identify barriers to beneficial ownership transparency and create a roadmap for compliance while monitoring the impact on civic space in accordance with the EITI Req. 1.3.
PWYP Indonesia (Indonesia) will lead the project “Enhancing GHG Emissions Transparency in Indonesia’s Extractive Sector: Leveraging the 2023 EITI Standard”. PWYP Indonesia will address the disclosure of GHG emissions in the coal and mineral sectors, emphasise the importance of access to reliable data, and bolster civil society capacity through an inclusive approach.
Public Association Echo (Kazakhstan) will lead the project “Expanding EITI in KZ for energy transition: CSOs engaging in GHG data monitoring”. ECHO will analyse companies and government emissions data using EITI tools, assess accessibility and effectiveness, share findings publicly, and train CSOs for long-term oversight.
Steps Without Borders NGO-SWB (Mongolia) will lead the project “Implementing EITI Standard Requirement 6.4: Developing, Piloting, and Institutionalising a Gender Impact Assessment Methodology”. SWB will develop a gender-responsive impact assessment method for the extractive industry and standardise reporting templates.
Fundación Directorio Legislativo (Argentina) will lead the project “Fueling the Civic Push for EITI in Neuquén”. Directorio Legislativo will promote gender-inclusive advocacy, facilitate stakeholder dialogues, and develop a bilingual brief to support Neuquén’s EITI pursuit before Argentina’s 2025 validation.
We are excited about these 10 project initiatives that will start to be implemented in the next few weeks. The Accountable Mining Programme and NRGI team will support these organisations as they address these challenges and opportunities. Understanding the importance of applying the 2023 EITI Standard and the initiatives led by the designated CSO will be key to strengthening civil society. These projects will help ensure the effective implementation of the EITI 2023 Standard for communities by protecting civic space, overseeing public revenue, and including climate data in the conversation.
